Happy Kwak is a Korean manhwa artist with a wonderfully bold style combining strong linework, rich colours, an appealing facial style and pleasantly exaggerated anatomy suitable for action, comics, shounen, et cetera. As for lora strength, the lora seems to be quite stable above 1.0 if you really want to lean into the style, but also mixes nicely with other styles at lower strengths. It works well with all the Illustrious checkpoints I've tried, but I've found that plant milk: hemp II helps accentuate the look of individual marker strokes. Upscalers and face detailers are fine as always, but not necessary for this as the style is already very clear.
