Anyways, this is Ghost Cat, from a obscure cartoon called Hugo Takes a D-Tour, a short 1-minute series that aired during commercial breaks in Discovery Kids back in the late 90s and early 2000s, and apparentely only had 10 episodes, while only 6 are available on the internet.
