Nelliel Tu Odelschwanck from Bleach. One of the best girls in Bleach. I couldn't find a really solid lora of her that worked in different styles. Interestingly I always remembered her with green hair, but as a I found images I saw she had green in the manga and they made it a sore of green aqua in the anime. You can switch the green hair to aqua if you prefer.
