Sarah Bryant from Virtua Fighter the anime series, specifically her brainwashed version from episode 18-20

I don't like how young they made Sarah in that anime, but somehow when she's in mind controlled mode they aged up her look and that's closer to her look in early games

For her look other than trigger words:

curly bangs, blank blue eyes, lipstick, eyeshadow

For the outfit:

blue sleeveless suit, fingerless leather gloves, leather boots, earrings

For style simply using "anime screencap" gives result similar to the crusty 480p screenshots I used to train this
