Dorothy-chan (ドロシーちゃん) from the manga Oharamisama/The Oharami Maiden (オハラミサマ) by Hanamori Bambi (花森バンビ). A minor character who appears at the start of chapter 3, v2 includes images from both the weird idol/whatever the heck is going on section in the preparatory release and the private party from the final release.
