[IL] Penny (Inspector Gadget's Biggest Caper Ever)

An even older version of Penny from the (not good) direct to video movie Inspector Gadget's Biggest Caper Ever. This is my 175th distinct (not v2, not alt base model) LoRA I’ve made (and published, though my other LoRAs this month are out of order) so I’ll continue my tradition of making Penny models for each of these milestones.
