The outfit he wears is not considered a dress, however the AI registers it as a sleeveless dress so I just went ahead and used it anyway as the best possible tag. Im not sure if that'll cause any oddities as it hasnt for me in my tests, but Using "sleeveless, black cloak" is also a fine alternative too though just in case it does...
