Mayor Whinnyham is the Mare (Horse) Mayor from Mobodoon, she appear's in the Sonic Unleashed (the cartoon with Sonic and his brothers and.......rock music) not a bad cartoon but a bit cringy.
The cartoon (all of the Sonic Cartoons) aired in some Latin America TV Channels, some of then were public broadcast (not sattelite or cable), so there's a following here, and one of the main consoles was the Sega Master System or Famiclones.
