There are a bunch of good panty gag Loras out there, but the thing is... once those panties are stuffed right in, well... they could kinda be anything. So this aims to give you her mouth with something more identifiably panty-esque in it. It may not keep her quiet, but it'll keep her in her place.

You can reinforce that with panties in mouth and/or {color} panties in mouth to specify a color.

Panties removed helps make sure they're her panties (if that's what you're after)

Holding panties and stuffing panties in mouth may help get panty-insertion, but tbh wasn't so much training material for that so probably quite weak.
