Daughter Kees Flodder (as opposed from her brother also named Kees) from the Flodder comics, which are based on popular Dutch movies and a tv series from the 80s and 90s. Very old school European comics look, but the comics are relatively new compared to the movies. Unfortunately I couldn't find out who the artist was, and he may be anonymous for now.
