Ingrid, originally from Capcom Fighting Evolution, who has appeared in several Street Fighter games since then. Just like Felicia, in the original CFE, she may be hit by Demitri's Midnight Bliss move, which transforms her into an alternate form, with a cute maid dress / tophat combination costume.

She's actually fairly popular though the dataset does have a lot of variance based off inconsistencies in trying to interpret a single tiny sprite that's the only official appearance of this outfit.
