A Dragon Wizard from the card game / anime show Future Battle Buddyfight.

The main appeal of the series is the cool monsters and they appear as a chibi monster when not powered up to fight, Axias is sort of a Queer individual, some say in Japan he's a MTF or something like an Otokonoko, in the US/International release they just made him camp gay.
