It's Kitami Genbu from Haramasete Seiryuu-kun!.
Call their likeness with hskitami.
Trained on screenshots from the two episode animation, I wasn't aware that a manga and VN exists. Maybe I'll update the model with them sometime, but I'm fairly happy with this as is.
